A city densifying around its train stations

Saint-Constant had 29,954 residents at the 2021 census. The City states that 77% of its territory is protected farmland, so construction concentrates on what remains.

Two stations on the Candiac train line serve the city. The City steers densification there, and along the main arteries, in the form of small buildings and townhouses.

What the City and the county expect from your building

In Saint-Constant, collections fall under the MRC de Roussillon, and snow removal under the City.

Collections, from nine dwellings up

The MRC limits wheeled bins to six per type of collection, and buildings of nine dwellings or more must switch to a container for recyclables. Every residential building must have organic waste collection by January 1, 2027, and be integrated into the MRC’s services by January 1, 2030, which means ending private contracts. The request is made by the owner or the syndicate, one form per building.

Overnight parking in winter

From November 1 to April 1, street parking is prohibited between 10 p.m. and 7 a.m. during snow clearing operations. The City announces it from 5 p.m. for the coming night, on its Info-déneigement line, on its website and through alerts. It makes public lots available to residents on those nights.

In practice, we check where the building stands against both deadlines, present the options to the board, file the form with the MRC and check with the City whether the container location requires an authorization. Before winter, we remind co-owners how to receive the alerts.

If the building has an automatic sprinkler system, the City requires it to be registered and only allows its use at specific hours: we look after that too.

Do you already manage condo buildings in Saint-Constant?

Yes. We do not publish the names of the syndicates, but we provide references to boards considering a proposal.

Our building has a private contract for its containers. Do we have to end it?

The MRC de Roussillon requires buildings to be integrated into its services by January 1, 2030. We note the end date and termination terms of the current contract, then plan the switch with the board to avoid paying for two services.

Who files the container request with the MRC?

The owner or the syndicate, according to the MRC. In a building we manage, we fill in the form on the syndicate’s behalf once the board has decided.

Our building has fewer than nine dwellings. Are we affected?

By the container requirement for recycling, no. By organic waste collection, yes: the January 1, 2027 deadline covers every residential building.

Do you have an office in Saint-Constant?
