Volunteer Syndicate vs Professional Manager: Pros and Cons

By Muriel Druart, Client services director

In many divided co-ownerships in Quebec, management is handled by volunteer directors. According to the Regroupement des gestionnaires et copropriétaires du Québec (RGCQ), nearly 70% of small divided co-ownerships (fewer than 20 units) are still self-managed. But as the building ages and legal obligations become more complex — particularly with Bill 16 — the question arises: should you switch to a professional condominium manager?

The volunteer syndicate: advantages and limitations

Advantages

• No cost: no management fees to pay
• Knowledge of the building: the volunteer lives on site and knows the day-to-day realities
• Proximity: direct communication with co-owners

Limitations

• Significant time commitment: managing a building can take 10 to 20 hours per month
• Lack of expertise: accounting, divided co-ownership law and insurance claim management — all complex areas
• Risk of errors: an error in the financial statements or failure to comply with a legal obligation can be costly for the syndicate
• Burnout: volunteers often run out of steam after a few years
• Conflicts of interest: a co-owner who manages the building may be seen as biased
• Bill 16 compliance: the contingency fund study, the maintenance logbook and mandatory insurance add a considerable administrative burden

The professional condominium manager: what they bring

Expertise

A professional condominium manager knows the Civil Code of Quebec, the syndicate’s legal obligations and best practices in real estate management. They have handled dozens of situations similar to yours.

Technological tools

Co-owner portal, automated fee collection, online meetings, registered mail — tools that a volunteer cannot afford to set up alone.

Supplier network

The manager has an established network of plumbers, electricians, contractors and lawyers. They often obtain better prices through the volume of their mandates.

Neutrality

As a third party, the manager can make unpopular decisions (collection of amounts owing, enforcement of the by-laws) without creating tensions between neighbours.

Detailed comparison

When should you switch to a professional manager?

Here are the signs that it is time to make the switch:

• The current volunteer wants to step down and no one wants to take over
• The financial statements have not been prepared for more than a year
• Several co-owners are behind on their condo fees
• The building needs major work (maintenance logbook, contingency fund)
• Bill 16 imposes new obligations that you do not know how to meet
• The general meetings are turning sour
• The annual budget is prepared approximately, without analysing actual expenses

The compromise: financial management only

If your syndicate is functioning well administratively but is struggling with accounting, a financial management only package may be the ideal solution. At multiRent, this package starts at just 10$/month per unit — far less than the accounting errors it helps prevent.

A concrete example: for a divided co-ownership with 20 units, financial management costs 200$/month (10$ × 20 units). By comparison, a single error in calculating a special assessment or a delay in preparing the financial statements can result in legal costs of several thousand dollars.

Conclusion

A volunteer syndicate is a viable solution for small, well-organized buildings. But as soon as complexity increases — an aging building, new legal obligations or difficult co-owners — a professional condominium manager becomes an investment that protects the value of your building and everyone’s peace of mind.
